The operations environment has very few leading indicators that drive decisions. But one always pops to the center as the most critical and least measured KPI. Not Schedule Adherence but Scheduling Adherence. If a planner is scheduling above safety stocks, then there will be too much inventory in the system. If a planner is scheduling below safety stocks, then there will be shortages beyond the allowed service level.
Before each production freeze this KPI can be assessed and the outcome of that cycle can be predicted. Many planning organizations run to what their transactional systems tell them to run and they use their human assets to chase shortages and overages. Not many organizations can say on any given production freeze that they are on track to nail their inventory and service level numbers.
